War Head Horus Heresy Campaign: The Thracian Insurgency

Following the Imperial push to make the capital of Thracia Rex compliant, the acting Renegade Governor has been driven into hiding. The determined resistance has been broken by the Legions and their allies, but pockets of insurgent fighters remain loyal to their rebellious cause. It is also known that the population is hiding alien beings that have accultured into the society decades ago. The Warmaster's orders are to stabilize the capital to be used as the Command Palace of Imperial operations in the Great Crusade efforts this side of the galaxy.

It's been six months since the invasion of Thracia system began, and 105 days since the first Iron Warrior detachments made their planetfall on the fringe worlds in the Imperial vanguard. The opposing naval presence was quickly sent scurrying, which left the rebelling planets isolated and waiting for Legions' onslaught. The scions of the fourth legion were shortly able to fortify beachhead positions, which established safe drop sites for Imperial reinforcements.

Many of the rebel colonies had adapted similar defense strategies, operating from cities with vast resources and populations from which to draw fresh combatants. The Legions soon found performing direct action troublesome, as the Battlegroup's rules of engagement dictated that non-combatant civilian casualties would have to be avoided at all costs. The rebel insurgents were quick to take advantage of the situation, often using helpless citizens as shields or hiding their fighters in the civilian crowds.

Ultimately city after city fell before the assembled might and tactical acumen of the Astartes, and the noose around the crown world of Thracia Rex tightened. As the campaign progressed, Imperial forces were met with ever-growing number of exotic weapons and further-developed wargear, hinting that the most precious pieces of equipment were allocated to the central planets. This was most evident when the siege around Thracia Rex began, as the Dark Angels had to recall their support fleet after losing two Lunar Class Battleships against the massive defense laser arrays hidden in the crown world's moons.

The combined assault on Thracia Rex was fierce, and forces from nine different Astartes Legions (supported by elements of Imperial Army and a Mechanicum congregation) initiated drop operations to planet's surface. This was the first time the Imperial forces encountered alien fighters among the Thracian rebel troops, reportedly directing the insurgents and militia as officers. Expecting total war, the Astartes commanders soon learned that the enemy's desperate defense of key targets dissolved into guerilla warfare, performed by tens of thousands of skilled urban fighters in possession of entire hive's resources and better knowledge of the battlefield.

The capital city has now been virtually overthrown, but the Renegade Governor has escaped the Night Lord assassins in chaotic circumstances. With the rebels' cause intact and supreme leader reputedly alive, disorder has resurfaced in the surrounding, already conquered planets with Imperial focus currently elsewhere. Many supply lines have been cut by the insurgency and Imperial ground forces are constantly besieged in the unconventional cityfight conditions. The Legions will need to regroup, act swiftly and establish total victory on Thracia Rex to force final compliance on the system.

Campaign Influence

Players allocate 15 Influence Points between the four categories, divided as they please. It is encouraged to specialize in a category of choice, as Influence Superiority over opposing forces will reward benefits and perks during the course of the campaign. Campaign events may increase or decrease some of the Influence Points depending on players' choices and actions.

At the start of the Campaign Day the players will also receive a permanent perk and a single-use Stratagem for the category they have mustered the most Influence Points in. Leaving any category empty might prove fatal for the commander's battle plans...

Allegiance Prestige determines the reputation of the Commander and his forces among allies and their Legion High Command - how likely they are to get their way in Imperial diplomacy and what kind of tasks, resources and reserves they're trusted with.

Key Locations depicts the Commander's control over vital sites in the operational sector - factories, space ports, road networks, administrative buildings and such. Controlling key locations will give a solid edge in warfare, but also tie down personnel to guard duties.

Shadow War represents the Commander's secret assets and resources hidden from their enemies but also from their allies. They might have infiltrated command structures, established spy networks, spread propaganda, performed sabotage and planned ahead for the right moment.

Civilian Relations measures the Commander's connections to the non-military residents of the operational sector. Humanitarian efforts and safe presence of the forces promote the relationship with the citizens, bearing fruit in political play, local assets, recruitment and control over the society.
